when i apply a skin , the skin color does not show on the taskbar.

You will need to supply just a little more information so we know what type of skin you are trying to apply. Lets take it that it's a WindowBlind.
Open up WindowBlinds, click on the About WindowBlinds Tab and copy and paste the info here. We will try and help.
