Trouble Downloading & Using Tweak7

I was unable to use the link Check for Memory Problems on the Performance Memory Tab. I get the message: "Unhandled exception has occured in your application. If you click Continue, the application will ignore this error and attempt to continue. If you click Quit, the application will close immediately. The system cannot find the file specified." I hit Continue but nothing happened.
Then I tried re-installing and repairing. I got this message: A Network Error occurred while attempting to read from the file C:\Users\Bob\AppData\Local\Temp\mia1\Tweak7_Setup.msi. Now I can't get in at all.
