To quote from a Samurize forum:
When a perfmon (aka PDH meter) crashes or doesn't report data for a while Windows disables it and leaves it disabled. You will probably find relevant events in your event log. Perfmons might also become disabled for other less obvious reasons eg. installing a service pack or a .NET Runb distribution.
There must be a DWORD value in your registry with a "1" instead of a "0" disabling the perform monitor. Search your registry for "Disable Performance Counters" and change any of them that are set to 1 to 0 instead.
Run regedit. Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es then click edit, then find. Paste this into the search box: Disable Performance Counters and click Find and then Find Next. Change any that show a "1" to "0" and that should do it!
