IE 7 Beta 3 Cannot Complete Installation

From my love and compasion of using Firefox, I recently broke down and downloaded Internet Explorer 7 Beta 3 and disabled all anti-virus programs and firewalls and what not and installed it. I got this message after it had installed that said "Internet Explorer 7 could not be installed" and I following the instructions on the toubleshooting page it gave me after I rebooted. The registry has no problem and it says in the registry file that it keeps scanning for the correct one.
Although recently Norton had a complete lock on my computers ability to change the homepage on IE 6 but I finally got Norton disabled so much it has no purpose.
Any advice?
