Very Confused

I am having a few problems and would really appreciate some help.
When you download and install a 'Suite' should it not skin the taskbar and start menu? Start Menu has icons, but not color.
Whenever I am installing a suite I get an error about the Logon Studio, but it continues to load the theme.
