So, here it is:
My support Ticket says it was raised on the 5th Feb, but in fact was raised the same day as my post above 12th Feb, it is now the 16th Feb, and still no reaction to my submitted Ticket.
I just went to send a Private Message to the Author, and the same thing happens, press "Send Private Message" > Redirected to main WinCustomize page.
At this point, I do not want a refund, I want the Skin.
So who do we have to speak to around here to get what we paid for?

Update:
No reply from either Stardock support, nor anybody here, great support.
However, the Download button is now working, both here and from "My Downloads" on stardock.com, so somebody did something.
But whatever happened, it would be nice to have gotten some kind of response.

Same here, clicking the Download button on my Stardock account just redirects to the WinCustomize page.
Will attempt to contact Stardock support.
