It is actually just a setting within Start10. Under appearance select "show icons as tiles split into" I choose 2 but you can have a different number if you like. I also select "Use large icons" under the configure option.
I had to edit the original skin that I made for Windows 7 so that the start menu would work in this mode.

I uploaded a new skin and screenshot after submitting the first but the mod used my original screenshot. I made changes to the start menu font and the widget's font so it stands out more but the changes are not shown in the screenshot above.
