Whilst I respect the effort, as a beginner you may want to practice a bit more before uploading work. Here is an article that might give you some tips and pointers about making skins in general. Hope it helps.

Your idea wasnt bad..but you could do much more than this.

I like the concept, but as others have said, it needs a little tweaking. The spine down the start panel is a bit distracting and makes the programs list difficult to read, could use some lightening, perhaps. Also, I feel the titlebar buttons are too XPish and could be altered to be in keeping with the overall concept. However, it's a nice first try and keep working...the potential is there

I appreciate all the criticism on the work. We're finding out that the sizing is not black and white to us yet. This skin gave us some what of an idea just how much work goes into just planning a skin. And thank you for the link Hus !!!! We will make use of it in future work.
