How is this possible?

I have an Icon Pack in moderation....yet it has comments on it from non-moderators and they were also able to rate it, but not download it. How is this visible to them? I dont mind that they can access it, i'm just curious how?

*If there any collectors out there, just email me for a copy in it's original size of 700x992.
I expect this to end here, or I will be forced to get out my sketchbook and pencils and bring this comic book to life, where I am sure, it will be a HUGE hit over at my DA site.
