How is this possible?

I have an Icon Pack in moderation....yet it has comments on it from non-moderators and they were also able to rate it, but not download it. How is this visible to them? I dont mind that they can access it, i'm just curious how?

I've been trying to learn some of the graphics programs so I will be able to create and "skin" - now I'm not too sure I should continue my planned course of action, lest I get sucked into the "dark side" of skinning !!
