Well harley, working Flawlessly for me, hope the one person having issues gets it sorted.
Sounds like a local issue. Not a Skin issue.

The skin looks great! Very stylish und usable.
But I have a question about the substyles. I cant see any difference between standard and the solid version, light and light glass, F2 and F2 solid and between F2 light and F2 light glass 
What is supposed to look different? The skin is still awesome, but I'am a bit confused since there should be a difference, which I can't seem to find.^^

If you look closely you will notice that there is no transparency in the window backgrounds of the solid versions. Going hand in hand with that there are several areas like tool bars ,command bar etc.. are slightly trans. this can only be enabled by using transparency in the window backgrounds those areas also become opaque when using the solid style.

This WB crashed my computer using Windows 7. WB wouldn't work as well as Impulse and Iconpackager. I paid for this and I can't use it.

When I hit the apply button on WindowBlinds, my first reaction was WOOOOOH! This is amazing, never seen such a great WindowBlinds skin. Everything is perfect skinned, perfect in the details! It runs very smooth on my new VAIO Windows 7 x64 laptop with the latest updates and the latest WindowBlinds build! THX!

I have the build 7.10 309 and loading this skin causes all kinds of crashes. GameSpot will not update my WB further. How can I get build 310?

Just tried this out. Lovely. really well done.
Sadly, I use Pidgin as my chat client and I can't read the tabs with any of the styles.

Only issue I have is the side and bottom page scrolling bars do not work. The up and down arrows at the top/bottom or left/right work but I have the spam click click click click to move the page. I can't just hold the arrows or move the bar itself.
It's no big deal as I use my mouse wheel for the up and down, the left and right are more annoying.
I only have an issue when its the full screen. example the emotes here has a small window with a slider and it works perfect but if I load a very large image that does not fit entirly on the screen, then I run into minor problems.
I still love this skin and use it as my "every day" theme for almost 2 months now.

2nd.. I am going to guess you are using Firefox, and that the scroll bars work correctly in explore (ex. My Pictures) or in ie (Internet Explorer).
I say this because there is a Firefox issue right now but it is not skin specific I have the same issue with any skin I use while running Firefox.If this is not the issue oet me know as I will be glad to help anyway I can!

Yep! I do use Firefox. Thanks for the feedback because I kept tinkering with it thinking it was something I did wrong.
It's so minor I felt bad mentioning it.

There is not much to do with the software if good people like yourself did not make interesting and fun new skins for us to play with.
