And another great one ... 
Like specially duality of using both unlight dark on top frame and lighted dark on some others parts.
Just one thing, the start panel item for mouse over (black on black text) would be better if same as the More Program item (grey)

Very interesting blind especially detail on scrollbars and such, love the shell pane images the most on this dark but sweet.

I like this style a lot, and the icons are great also, I will try to make a kkmenu skin to match this excellent WB skin.

Satans child, only the start button lightning effect nothing more than that about the skins im my opinion needs anything.
its sjut that when hovering over the start button the animation effect sticks out, looks outa of place compared to the rest of the skin.
im not syaing it needs to be changed completely, just smoothed out a bit to match the rest of the skins a little better.

i love how you chose to have the start button animation over the top of the gradient uniquely yours to this skin.
this is clearly my winners pick at the moment.
if i may state a small personal opinion, the lightning over the start button while very cool and unique, to me personally looks slightly out of place when compared to the rest of the skin style-wise or theme-wise.
a suggestion i would state would be a tad bit of refinement, i cant immagine how hard that animation was to get it to where it is but it jsut sticks out to me.
dont get me wrong love this skin and will be using for awhile, finnaly someone dethrowned Mike Bryant's avenger for long term use on my system.
keep up the great work and hope to see another quality entry such as this one to the contest.
