I'll check at home where I have OB (since I don't have XP) but from using it on W98 and from the preview I just don't see what distinguishes it from a traditional Luna Blue skin, (I do like Luna skins; I'm just trying to figure out what, if anything,is substantively different about this one.)

Regarding the titlebar and buttons, CasonBang mentioned. The titlebar text seems move over the buttons with long text. Most skins have a cut off point where the buttons start so the text does not interfere. The highlight color of buttons and the text are the same color, off white, so the text is not readable, on the IE menu bar for example.

I hate to be harsh like this, but the only good part of the skin is the wallpaper.

It also has a toolbar window title bar and is UIS1 which means it's faster and more compatible.
