I will give you the info you request here:
The skins (.wba) are for the WindowBlinds.
WindowBlinds is a utility designed to change the way you look at Windows (Windows 98, ME, 2000 and XP). It allows you to completely customize your desktop by changing the style of title bars, buttons, and toolbars. (Windows 2000, ME and '98 doesn't support the START MENU you can see in my skin or any other skin, only Windows XP support it.).
If you don't have WindowBlinds, you can download it from www.stardock.com (There is also a free public version).

You can have the blue version of "Omega" by clicking on my name and then in the link that says "Click to View Author's Skins".
