It's only part of it...it's not like someone can download and use it as a wallaper. But if he should say something I will change it.

If I well remember the WC upload guidelines

well you can have 2 or 3 and more docks in the same screenshot just use the first SS as desktop background move the dock to a different position and go on with the second SS and on and on

Good first ODBacks entry ! ... and 2 more advices:
before to upload please delete all the files with the word <<Cache>> in the name (they will be automatically recreated by the users applying the skin) in this case only the files "Slick.ini" and "Slick.png" are needed,
this skin is a kind of dockbackground called "Tiles" and the appropriated skin name should be: "Slick Tiles" (and the same name should appear in the .ini file)

did you get permission from Vstyler to use his HAL graphic?
