I would either reduce the size of the strip @ the top and duplicate it at the bottom to balance it out and then reduce the statement for user accounts to "Add or Change User Accounts in Control Panel". Change the lettering color to a Brown in the Bottom bar, Add a custom font to match the theme. By thinning out the scroll at the top the bottombar your now have space for the lettering, instead of overpowering the picture by increasing the bar width. Also bevel the Exit button to give it a more 3d look. You can use Irfanview which is free and has a bevel plugin. You have a great logon going just tweak it a little. Nice work.
