Sorry about that everyone. This was my first REAL BootSkin and I was new to this. I've got the hang of it now thanks to this man: RabidRobot.

The config file should be named "bootskin.ini" - In this it is named "TifaAC.ini"
The screen images should be 640 x 480 in size - The screen image included here is 1024 x 768
The progress bar image should be 22 x 9 - The bar image here is 53 x 12
It looks like you were successful in getting the palettes down to 4-bit depth (16 colors) but there is an additional requirement: the palettes for both images must be exactly the same.
I am not trying to discourage you; I hope you will keep working at it. A couple tutorials (there are many more available if you Google a bit):
